Abstract: This paper analyzes Heisenberg′s scientific activities during Word War Ⅱ and the background of his meeting with Bohr at Copenhagen in 1941. It is pointed out that, although Heisenberg was responsible for the Nazi uranium project, he did not actually take an active part in the research and manufacture of atomic bombs for the Nazis.
